They are normally found around Cedar Grove in Shorside Vale.

To get it you might find it while you are doing the firetruck missions.

The best solution I found is to carjack a police car or firetruck and do the missions. When you do these 'government' missions you will usually see rare cars like Mr. Whoopee, infernus and others.
