Wait for all of your generals to die (Zhang Fei doesnt have to always die) and then there should be a falling star event.
Once the falling star event has occured wait for about 1 minute and it should say "Special Item Has Been Discovered" the item will appear in the Shu HQ around the northwesterl corner
