This is achieved by clearing ALL Hyper Master mode areas from A-L, when this task has been completed she'll be available to buy for 20,000 Dance points.
Unlock Concent Be-fu:
Complete Hyper Master mode in Areas A-J and then at the 'Characters' option go to the shop and you can get him for 20,000 points.
Unlock Hidden Areas
Unlock Area K:
In Hyper Master mode beat ALL the missions and boss songs.
Unlock Area L:
Beat ALL the K missions.
Unlock Doubles Mode in Hyper Master Mode:
In Hyper Master mode beat ALL the songs in Areas A-J.
