Many people find it difficult to defeat Onikage on the sixth level. To defeat this Oke you must select as many ninja stars as possible.

Then use the grappling hook and get to one of the higher levels of the area eg.

The top of the statue and wait till a question mark appears on your radar and just throw the ninja stars at him when he appears.

This is the only way I can defeat this Oke.
