To reach these Gems you need to find the platform where you freed the dragon who told you that you'd need to be a good glider to succeed. Jump of this platform and glide to the fortress you can see from this ledge. Go to the treasure room and the perch at the back that appears to look out to nowhere. From here you now have to take a blind glide off the left side to reach the Gems.
