You can obtain the Levistone in the Ice cavern. The Ice cavern is located North of Mt.Glug.

Travel North until you see a port there should be a river near there.

Follow the river in the canoe until you find a grassy area with a cave there, that is the Ice cavern.

You must drop down through a crack in the floor to get it.

After you get it take it to the Lykion Desert dirctly south of of Cresent Lake.

Use the Levistone in the center of the desert and the Airship will appear.
