Ok, to get SS4 Goku, you have to first do the "All Super Saiyamans" cheat which is right, left, down, up at the title screen untill you here a beep and then press triangle 5 times and then square 9 times and you should here a beep. Now you have all the Super Saiyamans and SS4 Goku.
You can also get ssj4 goku by defeating Super Baby perfert in 1 player mode.
If you don't want to use cheats you can beat hard w/o losing once and do'nt lose much life after beating babi you should face ss4 goku and if you win you will get him until you turn your system off or reset it. I hope I helped you
You can get ss4 goku y finishing the game on hard mode without any contiues
