Tou can play as the Titanium Ranger if you first rescue him in Level 7. You then need to be able to complete the rest of the whole game.
When you've done that view the credits and save your game.
When you next re-load this game you should then be able to play as the Titanium Ranger.
You dont have to save the guy on level 7, all you have to do is go to the cheat menue and type in ULTIMATE and then you just go to one/two player(s) and you scroll until you find the silver ranger......!
