If you mean "not letting anyone in or out", you should put 3 fences facing the same side (to the inside of the zoo) as close as to the entrance as you can, and then put a 4th fence just on the other side of the fence-gate. Btw, the gate of this fence should be in the middle, so that if you don't put that 4th fence people can walk through.
Best way to close the zoo is put the entrance fee at $100.00 and have zero funding. If any stragglers do you, put a low bar exhibit gate in between the ticket booths. This will keep guests from entering your zoo - To "open" it again. Take the gate away and make the fee at $22.00 as it was from the start and raise the funding, people will slowly come to your zoo.
