You have to have a master scientist or a master farmer. Take them to the waterfall, there they will find a special fish which will be released into the ocean to eat the algae. May take three tries FYI.

well do you need something from the tech levels?
Guest answered:

You have to have level 3 farming and a master farmer or scientist

Guest answered:

Get a magic fish so it can eat the nasty stuff in the ocean

Guest answered:

You need a master farmer or scientist. You also need level three farming tech. Drag the master farmer or scientist to the waterfall, where they'll grab a magic fish to take to the ocean that will eat the alga. Note: it may take a few tries.

P.s.you have to do this a few times.

You need to have a level three in farming, you also need either a master farmer or master scientist. You take them to the waterfall where they will find a magic fish. The fish will eat the algae. It might take a few tries so don't give up!

Build a dam
Guest answered:

To get the algae out you must go to the tech screen. Buy all farming skills. Then you have to drag a master farmer or scientist in the water then they will find an algae-eating fish. This fish will then be brought to the ocean. It will eat all the algae then you can fish again.

Guest answered:

You have to be on level 3 and have a master farmer to he get a magical fish from the pond by the waterfall to eat up the algae in the ocean so you could then fish again. It would take about three tries for the fish to eat up the algae in the ocean.
