Need to make a phone call, but not sure where you get the number

I am trying to dial the phone, but do not know where I was supposed to get the phone number. Any suggestion?

If you are referring to the phone in Kira's room, then you have to find the spy glass. Once you find all the pieces, place the spyglass on it's stand and look into it. The first three numbers will be on the officer's hat. Once you have that, go back to the phone, look at the phone book and the other numbers should follow the first three you found on the helmet. Hope it helps.
