The "!" mark on a crewmwmber indicates that he is tired. Move him to one of the crew quarters areas to renew his stamina.
It is a indicator letting you know that crew member is critically exhausted and/or physically soon to be completely unfit being a productive member of the crew. To alleviate his exertions you have to place him in the forward or stern areas of the sub that are the designated resting areas. Once that person has rested for a good amount of time you can see his morale and physical go back up now you can exchange him for another crewman that is exhausted. This also works for the petty officers as well.
