gas leak

I'm in a room and it's telling me to fix the gas leak and get the bag out of the cupboard but l can't get the gas pressure up how do l get the pressure up please tell me thank you

Playing as Watson, you go to The Wasp's Nest and talk to Bluto, who needs a gas man.
When you control Holmes later on, he pretends to be a gas man.
Weevil answered:

Make sure you picked up the blowtorch and 3 pieces of pipe from the scrap/trash heap next to Finley below.
Place the 3 pieces of pipe in place. This section of pipe leads to the stove in the room. The gas comes into the building from the pipe in the upper right corner, and exits the building down the pipe on the right side.
Knowing this, close the top valve (so no gas to stove), open the upper right valve and close the lower right valve (so gas in, but no gas out). Attach the blowtorch to the dead-end pipe at the bottom (pressure meter will say 100) and use the flame to weld the 3 pieces of pipe into place.
Then close the upper right valve and open the top valve to divert gas back to stove. Small flame will appear if you are successful.
