You just go to your phone and click the cheat again and a message will appear and and say cheat deactivated

that is to "deactivate" the cheats. once cheats are enabled, there is no disabling them, whether or not they are "activated".

To disable cheats on a cheat enabled Saints Row 2 save game for PC:
1. Open the save game file with a hex editor
a. Win7: "%localappdata%THQSaints Row 2"
b. Winxp: "%userprofile%Local SettingsApplication DataTHQSaints Row 2"
2. Goto Address 00039DC4
3. Set 00039DC4 - 00039DCB all to 00
4. Save file
5. Open SR2, open save game you just edited. Note that it will still display *CHEATS ACTIVE on the loading screen.
6. Save the game. Enjoy.
Disclaimer: Use at your own risk. I haven't tested this much, so it's possible if you used different cheats than me this might not work.
