Why I can use cheat add_money 40000 only once in RTW ?

Because you have a game version under 1.3 update your game to over 1.3 if you want to use the add money cheat more than once
If you don't have V1.5
What you can do in V1.3 is use the cheat once, then save and close game. And try again!
Whereas if you have v1.5 you can use it multiple times in one time.!
To use it another time, just save, quit the game and start it again, now you should be able to use it again.
