You will notice in the descriptions of the races that each of them (the photo cameras) require you to be travelling at a certain speed, in order to complete that challenge.
Enter the event, get the required speed or more than that, and pass the camera. The challenge should be complete, and you will get the bounty.

I complete it by going though at a particular speed but the milestone is not completed
