There's a lot of them out there. Find trainers that can activated police lights.

Ollow these steps if you're using Windows Vista or 7:
1.Unzip the folder from winrar
2.Double-Click on "Required System Files"
3.Copy Everything except the backup folder
4.Paste them on the main folder
5.Right Click On the .exe file and click properties
6.Click Compatibility which is on the top
7.Check The box "Run this program in Compatibility Mode for:"
8.Click the arrow on the bottom of that check box,then you'll see several options,Click on Windows XP SP3
9.At the bottom,check the box "Run this Program as an Administrator"
10.Click Apply or OK
11.Double Click on the .exe file
12. Have fun!

Just find trainers out there but it's too hard because other trainers is out of order or for short is release so you can find a trainer you can do it :D

Hey for win 7 just extract the folder to the gamefolder where you chose the whole game to install (works for normal but not black editoin or maybe even both of them but must be game version 1.3)
