You have to recruit for mercenary camp,there is one in every country

You have to be in good relations with the village and you should the same faction as the village is.

Once your party has 11 or more members, you won't be able to recruit from villages anymore.

Try recruiting from taverns and mercenary camps, or recruiting prisoners.
