It comes down to timing. You have to hit the enemies car right as your guy on the radio tells you to. This means you have to close the gap at a perfect time, right when they tell you to. Several times I had caught the enemy in traffic or other places in the alleys and it wouldn't let me complete the mission even though the bad guy was dead. Again, you have to chase the car until he tell you to take him out.

When it came to the car chase, I switched to a gamepad to get through it, then changed back to PC mode...
