Go there where are the animal topiaries and cast alohamora on the tapestery and it will reveal the lumus gargoyle and then cast lumus on it. It will reveal a hidden spongify tile which is on the right side of the clock tower. There is a small place just beside the clock tower where you'll get the spongify tile and cast spongify on it and you will go to a hidden palce and you will get the card.
