I have tried using the ctrl+shift+~ but it's not bring up a question mark or doing anything for that matter. I'm positive I'm entering it correctly and I'm also sure that it's not bringing anything up. My copy of fate: undiscovered realms was purchased through steam so I'm not sure if that has anything to do with it. If so is there any setting I can go to to fix it.

Rip, I know this is 4 years late, but if you didn't find out yet, they disabled console because achievements would be too easy to get.
GOG AND Steam don't have them, the devs killed the cheat console due to making achievements too eay to get and a statement was made back in 2014 regarding it.
That is acutally dumb it's a offline game as long as you don't stream it nor try to speedrun it should have been fine, it's not really ruining the game technically
