The Soulo shells are around the KND treehouse. You can't see them because many of the people in Sector V are also hunting for the Soulo shells, which respawn longer than the given time, 60 seconds.
Probably the best time to do this mission would be on a weekday in the middle of the night. That's usually when the fewest people are online.
