What is distributivism?and I can't see it anywhere

It's a card that (as far as I know the only the russians have) you are able to get when your home city reaches level 25.
This card makes you get wood over time for the rest of the game and can be sent at age 1.
You find it at the manufacturing plant. And It wasn't available for me when I played the game without expansions though I could get it when I had Asian Dynasties installed.
