I think you mean "devestator." It's that attack that uses up the blue bio mass bar and makes you pretty much explode, right? To do that one, you stand next to the enemies you want to hit and then you hold down both the green triangle and red circle buttons at the same time. You have to hold them both down firmly and do not let go of either button until your player performs the attack. You should be able to do this by only using your right thumb if you don't have tiny hands (my little brother had trouble with that.) If it's still not working, make sure that your blue bio mass bar is full and that you have completed the mission where you gain this power.

Test the Disc and the Console. First, look for any scratches or anything on the disc, if you can't see any then put the disc away for a moment and pop another one into the console. If this one plays correctly and you aren't having any issues than it is probably your Prototype 2 disc, in which case you can take it into a CD store and have them clean it, or you can buy a new disk.
If the other disc you put into your PS3 doesn't work, than something is wrong with your console and you'll probably have to take it into somewhere to have it fixed.

Test the console and the disc. Look at the disc, is it dirty? If so take something soft (like the inside of a t-shirt) and rub it off using rubbing alcohol. Take it over to a friends and put it in their console, if it works then it might be your console that is the problem. If it takes the same amount of time to load then you might need to buy a new disc.
