When I did it, it did let me know when I got it right, but it took some fiddling.
Start by looking for the the border pieces & fitting them together. They are pretty irregular, so there is only one right way to put them together. There will be a couple gaps for fins. The pieces which connect to the border are fairly obvious, especially the head & the tail. The ones in the middle are tricky, or were for me, because the side fins weren't really the shape I was expecting.

Go back to the house at the garden and visit the room with paintings. One out of the 3 paintings shows a man holding a globe. Behind the globe there's a bookshelf which shows the combination that you need. List them down as this is not noted in the notebook of Mortimer. Go back to the room with the bookshelf. Arrange the books on the bookshelf so that the letters and numbers are in the same order that was shown on the picture in the house at the garden. Hope this helps...
