I'd say SOTH (Speaker of the house). It isn't too hard to get and makes it easier to win the primary election. Being SOTH, people are more likely to nominate you for running mate of VPOTUS. Also, many times when I was playing as SOTH, I randomly became president if he/she resigns or gets impeached.
