Short answer you cannot only a way to become president, In oath of office is by getting your polls up getting your bills passed, You can also ask the current president to nominate you for what else to have and then That will give you a 2% prestige boost.

Start off as a Senator, or try to become a Secretary. Pass bills as Senator (works the absolute best), and DO YOUR JOB as Secretary by Working Group, Issue Selections.
