In the fountain plaza or whatever it's called their is a building next to that little kid, how do you unlock the door?

After beating the game, win against all the the teams in the computer side quests.(They are in Yusei's garage, in the stadium near Lazar and in the fake dual runner shop) They are hard to beat however.
