There are 3 in hoover dam just b4 you find the sufari truck but you cand scan them

Ugh I wish I could... But the jets in hoover dam are not scan allowed... But on the level of tranquility where you defeat sector seven defenses the black helicopter (stealth chopper) it will attack you, but you can scan it!
