You can't get the jet in hoover dam, but you can get it by earning a certain amount of wifi tokens. Hope this helps,

if you are looking for the jet, then there are good news and bad news.the good news is that i know where it is, but the bad news is that it doesn't work when you scan it.so if you do want to know where it is, then here you go.(it is much easier to be a helicopter to find it)first go to the dam and make suer the water is at your RIGHT side. turn to where the water is and fly/driveto the very RIGHT. keep going until you find a secret secter 7 entrace go in it and walla you find three jets, plus two copters! hope this helps!!!
