Hiya. You get the normal bow and arrow in the Fire Temple, (fourth railmap). If I remember correctly, to get the Bow and Arrow you must beat a giant turtle by leading it into these electricity-bug things which are constantly rounding the edges of the room. When you beat it, you get the bow, and the quiver that comes with it holds 20 arrows. If you want to upgrade your quiver afterwards, the Gorons sell one which holds 30 arrows but costs 2000 rupees. If you meant the Bow of Light, then that is in the Sand Temple, (which you go to after you complete the fire temple and explore the next level in the tower of spirits). A tip when performing the Lokomo song for the Sand Sanctuary: wait for the screen's frame to totally focus on you, then play the notes.

You can also get a quiver that holds 30 arrows if you go to pirate island the 2nd time and there is a goron trapped. If you beat the high score (easy if you beat the bow game in phantom hourglass) and he will give it to you for free.
