How do I solve the archives in the royal castle. Can't solve any of the books.

The number on the book spine is that number of moves that you have to move the book to an empty gap. Moving on of the marked books into a square that already has a book will move it to the next square in the same direction.
To solve the puzzle you will been to use both of the above methods to move all over the books to empty gaps... Leaving only one free ... The missing document
