Name Rater???

Please can somebody tell me where the name rater is in Pokemon Pearl! I can't find him anywhere!!!

You can find the Name Rater in Eterna City by the Cycling Road entrance.

I believe it is near the bottom of the town where the dude gives you the item that lets you go underground.

Name Rater is in Eterna City in the condominiums (tall building) next to the pokemart.
