The toxic plate can be found in zone two of the great marsh.

(the place where you have 500 steps to hunt for pokemon)

You find it underground. Check serebii.net. Also, be on the lookout for the brand-new game in Japan, Pokemon Mystery Dungeon Time and Darkness!!

You get plates in the underground.

You can find one toxic plate above ground, in the great marsh if I'm not mistaken, and multiple areas anywhere underground. You can find one of each plate somewhere above ground in a certain location, and numerous ones underground.
