After the Elite four. You find it in the foggy place when you have emerald inside, or maybe not. I'm not so sure. Just save in front of them and battle them like normal legendaries. I hope this helps anyways!

I'm not sure how to catch BAGON, but to catch uxie and azelf go to the two remaining lakes and surf out to the cave where they are, and you need a Pokemon that's higher level than them, get their hp down till it's red and then just keep your Pokemon alive and throw tons of dusk balls at them.PS. Make sure you save in front of them so if they faint you can just turn of the power and try again.

In Pearl they are rare, and can only be found in the northern part of Route 210.
They can't be found in Diamond.
Alternatively they can be found in emerald/ruby/sapphire in meteor falls. (in a very small part of meteor falls. The same cavern where you find the dragon claw I think (or the move dragon claw) then migrate to pearl.

You can catch Bagon in Meterorite cave in S/R/E.

To catch the Lake Pokemon, paralyze them and use dusk balls/ ultra balls.

To catch Bagon (in pearl).Go to celestic/solaceon town then go up to the fog use poke radar step on the rustled wildly grass then Bagon should appear that is lvl 25.

To catch uxie/azelf you need to make their life red then paralyze/sleep/burn/poison them then use dusk/ultra ball.(uxie is harder to catch than azelf)
