Try this: Blast Burn, Shadow Claw, Focus Blast, Will-o-wisp or Flamethrower
Yeah it's good. I dunno about having overheat, fire blast, and blast burn though.
If the moves work for you then keep them. But I would replace over heat with fflamethrower
Are you kidding? Why did you even ask that? I bet you don't even have it. It wouldnt be good against a water type at the same level. That's the good thing about pokemon. There is no "best pokemon" because there is ALWAYS one better than it.

Though, there are too many fire moves...
