There are various ways to get your Pokemon friendly to you. Battle constantly with it and make sure it doesn't faint a lot.

You can feed it Poffin Bread.

You can make sure it get massages everyday from the two places that give massages. The house right before the Gym in Veilstone City the girl gives your lead Pokemon a massage which helps and the other place is inside the Ribbon Society on the Second floor the give an even better massage to your lead pokemon. In order to get into the Ribbon society one of your party Pokemon needs 10 Ribbons or more and you would have to have completed the game once before that area of the Sinnoh world becomes available to you so you can reach the Resort Area where the Ribbon Society makes it home.
