The Pokemon you use Up-Grade on is Porygon, can be found in Trophy Garden.

Porygon then evolves into Porygon 2.

You can evolve Porygon 2 into Porygon-Z by using Dubious Disc.

You use Upgrade on Porygon 2

If you give a porygon the upgrade to hold, and trade it it will evolve into porygon 2, might I suggest you go to the Pokemon trading forums on supercheats, there are kind people there who will evolve the porygon and even trade it back.
