An Ace Trainer on Rt 210(foggy route) has one. After getting the National Dex, go to Bebe's house in Hearthome. It is right next to the Pokemon Center. Breed it to get more or transfer them via Pal Park or sometimes they will appear in Backlot's Mansion

You can get it in the pal park or bebe in hearthrome city
I don't know about mothim but you get eevee from someone named bebe in hearthome (she is the one that made the pc storage system in sinnoh)

Talk to Bebe in the house next to the Hearthome Pokemon center or they can appear in Mr. Backlot's Mansion on Route 212. Otherwise, migrate them using Pal Park
