I think you have to catch a chansey to get it.

No. The only way to get a Lucky Egg is either get lucky, and get a Chansey holding one, or trade for it.

I don't think so unless someone in Battle Tower has thier Chansey holding one. The only way to find one is on a wild Chansey

There is one in fire red and you could migrate it over with a pokemon.
