When you get to the island after you complete the game you run into your rivals father. After I did that I have not been able to find him again. where and how do you find him?

He will fight you in the Battle Tower. In single battle, he will fight you if you have beaten 20 straight with Dragonite, Rhyperior, and Milotic. He will fight you again after 48 straight with Heatran, Regigigas, and Cresselia
If you are talking about Cyrus you can find him at the top of Mt. Coronet the second time and the location is also where you will find Palkia later in the game.
