After getting the National Dex go to the Old Chateau on the outskirts of Eterna Forest and talk to Gardenia. Go upstairs and to a room with only a TV. Thump the TV to fight a Lv 15 Rotom
The ghost girl has nothing to do with catching Rotom. She, along with the butler found in the Dining Room, are simply easter eggs to add to the scaryness of the Chateau.
In front of the old chateu in eterna forest, rotom is in the chateu.
In eterna forest, area to use cut, Old Chateau (In the TV at Night once you get the National Pokedex)
You don't meet a "girl". You go to the old chateu and press "A" on the TV in the middle room
