You get rock climb on route 217 just above a man's house.

To get rock climb you have to go to the route up to the ice city(don't know the name)on the top of the map. Go to a special house on the way up and you will find th Hm round the back of it. Then go inside and talk tothe man and you'll get ice plate.

On your way to Snowpoint City while you are on Route 216, there will be a house on the west side of the Route with an item behind it. It is Rock Climb
