Question for Pokemon Pearl

Where can I find the red garadose?

And I got the national dex but why are the Pokemon still red when I choose area?

The red Garadose is a shining Garadose and is extremely hard to find. The Pokemon are red when you go to area because it shows the areas where you can catch that pokemon.
