Question for Pokemon Pearl

I've been looking for the HM move called Rock Climb I think. There are loads of places I have seen that you need it and also to find the Boss Cyrus. Please tell me where to find it like which town or place etc. I would like an answer since you can't go on without it and I've been looking for some time now. Thanks!

It is on the route that leads to Snowpoint City. There is a house on the west side of the route with the poke ball containing it behind it. If you go into the house and talk to the Hiker after getting Rock Climb, he will give you the Ice Plate

It is near the man in the snowy parts in the routes.Go near a house and at the back right is a pokeball,rock slide.
