Well, you could use it to catch Heatran, since it's level 70, or, you could also wait for event Pokemon, then use it on them.
If ou already have those Pokemon, wait for Arceus to be released, and get the item, then catch him with it. P.S. If you already caught all those Pokemon with out a master ball great job!!! If this helps you, please join my team, Team Pkm Hakplayers.

Catch spirittomb that is a one of a kind pokemon(unless you breed it)
I know who to use it on but dont use at heatrean ive catched heatrean with just a pokeball so use it on some other pokemon like regigigas or another pokemon.
