This is for both Diamond AND Pearl. Go into the house next to the Pokemon center. The Old Man/Veteran will give you an explorer kit. He will tell you to go underground with it. It is located in your key items. Now, go down there, and go back up. Talk to the man again. He asks you to find a series of items, and once you do 1-2 of his quests, he will give you a Digger Drill. Use the digger drill to get your very own, Secret Base!
You go to the guy in the house and he'll give you tasks to do underground. I only remember he's in hearthrome city
Use a Digger Drill. You get your first one from the Underground Man in Eterna City after completing 2 or 3 challenges. After that you can trade with Trap Merchants to get one
