After you beat the 8th gym go to the area where your supose to surf from in that city to the elite four(its near the gym in the north just keep searching).
You get the tm in sunyshore city you go like you were going to the Pokemon league and there is a person named jasmine talk to her and she will give it to you after you beat sunyshores gym
Beat the last gym leader and get it from Jasmine (the Johto Gym leader) at the far north sandy part of Sunyshore City.
First beat Volkner.
Go north of Sunnyshore.
Jasmine, from Gold and silver will talk to you.
She'll give you Waterfall.
After beating Volkner, go talk to Jasmine standing on the beach at the north end of town
You go to sunnyshore city. After you defeat the leader go to jasmine( it is the girl on the beach) she will give it to you
