The Bike store is in Eterna City. You have to beat the 2nd Gym leader and clear out Team Galactic first.
The bike store is in Eterna City. You get the bike after helping the Bike Store's owner get away from Team Galactic. He gives you a free bike after you save him

Eterna City. You need to beat the Gym leader first and go into the building that is blocked off by cuttable trees. After beating the Commander at the top, the store owner will go back to the store and will give you your bike
