To find gible, you must go under the bridge of cycling road, and it's hiding under the part you can't see of the road. Also you must need strength to go the room to find gible.

There is a hidden enterance under Cycling Road. Get a Pokemon with Strength and move the bolders asside. Head to the basement and Gible should be there.
